I have 5 weeks to plan an inexpensive wedding and need some help!?

I was planning that big, fantasy wedding every girl dreams of. Both me and my fiance have big families and big family drama (found that it was to much $$$$) so we just wanted to maybe do an elope thing with very few people around. However I'm lost and don't know where to start and what to expect price wise. All I really had in mind was maybe heading out to Reno, Nv. with a $99 dress and have every one who wants to go pay for there own stay and food.
