Awful-looking black and blue bumps on a formerly obese friend's legs?

I have a friend who had gastric byp several years back, and he looks pretty good. But he's got these awful scabby lumps on the fronts of his shins, and I feel like it would be really rude to ask what the heck is going on down there. Does anyone know? Thanks!
